Establishes a two-year moratorium on evictions of residents from Kahana Valley State Park who have continuously lived there since before 1987 or hold/held long-term leases or permits, effective until July 1, 2011.

Suspends any pending eviction proceedings as of the bill's effective date and prohibits new evictions during the moratorium period.

Creates the Master Plan Advisory Committee consisting of six members including Kahana Valley Association president, a resident representative, University of Hawaii faculty member, state senator, state representative, and Board of Land and Natural Resources chairperson.

Requires the Department of Land and Natural Resources to submit a living park master plan to the legislature by twenty days before the 2011 regular session, including comprehensive management plans, cooperation guidelines, and proposed legislation.

Advisory committee duties include completing the master plan, advising residents on park management, increasing community participation in planning, and implementing the final master plan.
