Fiscal notes must include two parts: a work sheet detailing cost breakdowns (personnel, materials, supplies, capital outlay) and a fiscal effect form with dollar estimates of immediate and long-range fiscal impacts.

Prohibits committee hearings on measures without fiscal notes; allows members to defer measures reported without required notes or offer motions to withdraw floor amendments that lack fiscal notes.

Exempts general appropriations bills, bills appropriating specific amounts, and measures affecting state retirement funds; requires fiscal notes for federal funding programs involving state expenditures or appropriations.
