Requires operators of motorboats on Hawaii state waters to complete an approved boating safety course or pass an equivalency examination and obtain a certificate.

Implements a phased applicability schedule based on age, beginning one year after enactment for operators under 20 years old and extending to six years after enactment for operators 60 years or older.

Allows exemptions for persons holding U.S. Coast Guard maritime licenses, Canadian marine certificates, valid temporary operator permits, rental agreements, non-residents temporarily visiting (under 60 days), and persons under supervised training.

Requires motorboat rental and leasing businesses to verify customers meet safety course requirements, are at least 18 years old, list authorized operators on rental agreements, and provide safety instruction summaries.

Amends existing thrillcraft operation requirements to mandate successful completion of the same boating safety course, in addition to the current 15-year age requirement.
