Establishes an investigative unit within the office of the auditor to conduct investigations involving alleged or suspected government waste, fraud, abuse, nonfeasance, or malfeasance.

Investigations may be initiated by: a concurrent resolution adopted by the legislature; a request from a standing committee chair with concurrence of both the senate president and house speaker; an act of the legislature; or the auditor with concurrence of both the senate president and house speaker.

Authorizes the auditor to consider information from postaudits and examinations when determining whether to initiate an investigation under the auditor's own authority.

Amends Hawaii Revised Statutes Section 23-4 to add the investigative duties to the auditor's existing postaudit responsibilities.

Takes effect upon approval.
