Appropriates $9,000,000 from the state general revenues as a grant-in-aid to the County of Hawaii for improvements to the Hamakua water system during fiscal year 2009-2010.

Project includes outfitting an existing Ahualoa well with pump, motor, controls, electrical work, site improvements, a water tank, and a transmission waterline to supply drinking water to the Honokaa area.

Addresses increasing water demand driven by new state projects including the University of Hawaii, Honokaa Hospital, and development of elderly and affordable housing in the area.

Takes effect on July 1, 2009.
