Eliminates the June 30, 2010 repeal date for Act 170, Session Laws of Hawaii 2002 (as amended by Act 152, Session Laws of Hawaii 2007), making permanent the tort law exception to liability for county lifeguard services.

Eliminates the June 30, 2010 repeal date for Act 82, Session Laws of Hawaii 2003 (as amended by Act 152, Session Laws of 2007), making permanent the conclusive presumptions relating to the duty of public entities to warn of dangers on improved public lands.

Corrects a typographical error in Act 82 by changing "affect" to "effect" in the effective date provision.

Becomes effective upon approval.
