Extends the period for rental motor vehicle companies to provide a lessee's name and address in response to traffic violation notices from 45 days to 60 days.

Clarifies that the 60-day response period begins on the date of mailing of the notice of violation rather than when the company receives it.

Addresses delays caused by notices being sent to parent companies located on the continental United States, allowing additional processing time.

Changes the effective date from July 1, 2075, to July 1, 2010.
