Establishes a 19-member task force on homelessness among Native Hawaiians, to be administered by the Office of Hawaiian Affairs, to investigate and develop recommendations for reducing homelessness in this population.

Task force shall create subcommittees to examine the extent of homelessness among Native Hawaiians, increase access to low-income rental housing, expand county involvement, develop culturally appropriate solutions beyond large shelters, and identify homeless individuals most able to transition to permanent housing.

Task force shall submit findings, recommendations, and any proposed legislation to the legislature no later than 20 days before the 2010 regular legislative session.

Task force members serve without compensation but receive reimbursement for expenses including travel; task force is exempt from state procurement and open meetings law requirements but shall make good faith effort to make proceedings publicly accessible.

Appropriates general revenue funds to the Office of Hawaiian Affairs for fiscal year 2009-2010 to support task force operations; Act takes effect July 1, 2009.
