Amends Hawaii Revised Statutes Section 6E-8 to require state and local agencies to notify the Department of Land and Natural Resources before commencing any project and obtain written concurrence before proceeding with projects affecting historic properties, aviation artifacts, or burial sites.

Removes the language "which may affect" and replaces it with mandatory review language, making the department review requirement apply to all proposed projects rather than only those that may have such effects.

Requires responsible agencies to transmit archival quality black and white photographs of historic buildings eligible for or listed on the Hawaii or national register before any demolition, construction, or alteration occurs.

Amends Section 6E-42 to require agencies to advise the department and allow review before approving any project involving permits, licenses, certificates, land use changes, subdivisions, or other entitlements for use affecting historic properties, aviation artifacts, or burial sites.

Takes effect upon approval.
