Directs the Office of Planning to file a petition with the Land Use Commission to reclassify all P-2 zoned lands (general preservation zone) in Honolulu from the urban district into the conservation district.

Addresses a discrepancy where some P-2 zoned lands in Honolulu, including open spaces at Mau'uwai and Queen's Rise, are designated as urban rather than conservation under Hawaii Revised Statutes Chapter 205.

Specifies that all P-2 zoned lands classified in the urban district within the City and County of Honolulu shall be reclassified into the conservation district.

Does not affect rights, duties, penalties, or proceedings that matured or began before January 1, 2009.

Takes effect upon approval.
