Authorizes county water agencies (including the Honolulu board of water supply) to assess a separate water quality fee independent of regular water rates to fund water quality protection efforts.

Allows the water quality fee to be collected by charging higher fees to water users with above-average consumption rates.

Requires a specified percentage of water quality fees collected to be deposited into the irrigation repair and maintenance special fund established under section 167-24.

Requires each county to adopt or amend ordinances as necessary to implement the water quality fee authority.

Effective date is July 1, 2009.
