Transfers administration of Hawaii's medical cannabis program from the Department of Public Safety to the Department of Health effective upon approval.

Establishes a Medical Cannabis Advisory Board with 11 members (3 patients, 7 medical practitioners from specified fields) to recommend debilitating conditions, licensure requirements for producers, and develop a cannabis distribution system.

Authorizes the Department of Health to license cannabis producers and dispensaries, with distribution locations required to be at least 300 feet from schools, churches, and daycare centers.

Increases patient registration fee from $25 to $50 and provides licensed producers with protections against arrest and prosecution for complying with program requirements.

Replaces the term "marijuana" with "cannabis" throughout the medical use statute and maintains existing patient protections while adding protections for licensed producers and physicians.
