Prohibits former legislators from engaging in lobbying for 24 months after termination of employment (amended from previous restrictions on representing clients for 12 months).

Prohibits former appointees whose appointments required senate confirmation from engaging in lobbying for 24 months after termination of employment.

Allows state agencies to contract with former legislators or employees to act on matters on behalf of the State during restricted periods, but former legislators remain subject to the 24-month lobbying ban.

Exempts persons employed by the State for less than 181 days from these restrictions.

Takes effect upon approval.
