Requests the Board of Land and Natural Resources to direct the State Historic Preservation Division to create and maintain operational guidebooks documenting internal procedures and policies.

Operational guidebooks must include: basics of conducting reviews, information sources, explanation of common processes, and sample correspondence.

Requires the Chairperson of the Board of Land and Natural Resources to report to the Legislature no later than twenty days before the 2011 Regular Session on implementation of the requested actions.

Aims to make the State Historic Preservation Division's institutional knowledge, currently held informally, available in written form to improve accountability and objectivity.
