Recommends renaming the Kapolei Court Complex to the "Ronald T.Y. Moon Judicial Complex"

Recognizes Chief Justice Ronald T.Y. Moon's four decades of service to Hawaii's judiciary, including roles as law clerk, Deputy Prosecutor, Circuit Court Judge, and Hawaii Supreme Court Justice

Acknowledges Chief Justice Moon's elevation to Chief Justice in 1993 and his leadership implementing judicial innovations including the Judicial Performance Project, Appellate Mediation Program, and Access to Justice Committee

Honors Chief Justice Moon's advocacy for equal access to courts, service as chair of the Conference of Chief Justices' Access to and Fairness Committee, and receipt of the National Center for State Courts Distinguished Service Award and the Republic of Korea's Order of Civil Merit

Directs the Comptroller and State Judiciary to receive certified copies of the concurrent resolution
