Urges the Honolulu City Council to review the purpose and effectiveness of the City and County of Honolulu's neighborhood board system, which currently consists of 33 boards established under the 1973 Honolulu city charter.

Directs review to determine whether neighborhood boards are fulfilling their original intent as advisory mechanisms for residents to communicate needs regarding government services, economic development, and land use policy.

Calls for examination of unruly board conduct, including instances of taunting, verbal altercations, and personal attacks during meetings that have weakened public participation.

Requires certified copies of the resolution be transmitted to the Mayor, City Council Chairperson, and leadership of the Neighborhood Commission.
