Requests the Hawaii Community Development Authority to research the need for workforce housing in the Kakaako area (bordered by Ala Moana Boulevard, King Street, Punchbowl Street, and Piikoi Street).

Directs HCDA to evaluate workforce housing availability and affordability, general plan policies, zoning practices, rental housing options, and building codes that may hinder workforce housing development.

Requires examination of modifications to existing structures for workforce housing redevelopment, including structural changes, associated costs, and funding sources (donations, grants, apprentice/volunteer labor).

Mandates state and county building and zoning councils to provide representatives to assist HCDA research and directs HCDA to identify previous legislative attempts and recommend code changes.

Requires HCDA to submit findings and recommendations report to the Legislature no later than twenty days prior to the 2011 Regular Session convening.
