Urges federal, state, and county agencies to develop and expand procurement preference policies for Native Hawaiian businesses and organizations.

Encourages sole-source contracting and grant awarding for Native Hawaiian businesses and organizations that benefit Native Hawaiians.

Calls for expansion of resources allocated to Native Hawaiian programs and initiatives while promoting efficient operations and collaboration among research initiatives.

Requires certified copies be sent to the Governor, county mayors and council chairs, Hawaii's congressional delegation, and Native Hawaiian civic and business organizations.
