Urges the Department of Land and Natural Resources (DLNR) and Commission on Water Resource Management (CWRM) to immediately complete drafting a comprehensive statewide water conservation plan addressing policies and procedures to protect Hawaii's water resources, with particular focus on landscaping.

Requests that DLNR and CWRM include the landscaping industry and conservation groups in developing the water conservation plan.

Requires DLNR to submit a progress report to the Legislature no later than 20 days before the 2011 Regular Session convenes.

References the 2005 Prototype Water Conservation Plan developed by CWRM for state facilities that was never finalized, and notes current water supply imbalances due to population growth and inefficient water management practices.

Directs transmission of a certified copy of the resolution to the Chairperson of the Board of Land and Natural Resources.
