H.C.R. No. 129 Summary

• Establishes a working group led by the Department of Education and University of Hawaii to develop a comprehensive plan improving awareness and support for persons with dyslexia by the 2011-2012 school year.

• Requires the working group to develop educator training in dyslexia identification, assessment, and research-based instructional methods including Response to Intervention models and evidence-based progress monitoring.

• Directs the working group to review dyslexia-related legislation from California, Texas, Colorado, Louisiana, and Alabama, and draft proposed legislation for introduction in the 2011 Regular Session.

• Designates nine member positions for the working group including representatives from the Department of Education, University of Hawaii, Hawaii Government Employees Association, Learning Disabilities Association of Hawaii, Dyslexia Tutoring Center of Hawaii, International Dyslexia Association, and teacher education programs.

• Requires interim and final reports submitted to the Legislature no later than twenty days prior to the convening of the Regular Sessions of 2011 and 2012, respectively.
