Requests the Auditor to conduct a comprehensive management and financial audit of for-profit entities contracted by the Department of Human Services to administer the QUEST Expanded Access Program, which covers 37,000 aged, blind, and disabled Hawaii residents.

Audit should encompass the entire life of each contract and include cooperation from the Department of Human Services.

Auditor must report all findings and recommendations to the Legislature no later than twenty days before the convening of the 2011 Regular Session.

Cites concerns about Medicaid fraud and law violations found in similar programs in other states, emphasizing the need for fiscal responsibility during economic difficulties.

Requires transmission of certified copies to the Governor, Auditor, Director of Human Services, and Med-QUEST Division Administrator.
