Urges the United States Congress to amend Title 49 Code of Federal Regulations Section 383.3 to exempt both active military and former military personnel from commercial driver's license application and testing requirements.

Notes that current federal regulations already exempt active military personnel but do not extend this exemption to former military personnel who have acquired relevant skills during service.

Recognizes that veterans transitioning to civilian employment should be able to obtain commercial driver's licenses for up to one year after honorable discharge if they meet current federal regulations.

Emphasizes that supporting veteran employment transitions benefits Hawaii's economy and that complying with federal regulations is necessary to maintain access to federal funding.

Directs transmission of certified copies to the U.S. Senate Majority Leader, U.S. House Speaker, Hawaii's congressional delegation, state officials, and the Director of the Office of Veterans' Services.
