Urges the President of the United States and Congress to expedite processing and payment of war benefits to Filipino World War II veterans under the American Recovery and Reinvestment Act (ARRA).

Addresses the historical injustice where 250,000 Filipino soldiers fought alongside U.S. forces in World War II after being promised full veterans benefits, which Congress subsequently denied after the war ended.

Notes that ARRA authorized partial reparations in 2009 through lump sum payments in lieu of promised pensions, more than 60 years after the war.

Emphasizes urgency as only approximately 11,000 Filipino veterans remain alive, most in their 80s and 90s, with many still awaiting ARRA payment.
