HCR 143 Summary

• Requests the Legislative Reference Bureau to study, compare, and analyze the cost effectiveness of three health benefit plans: the previously enacted Hawaii Public Employees Health Fund, the currently enacted Employer-Union Health Benefits Trust Fund (EUTF), and a hybrid plan proposed by employee unions in S.B. No. 2849.

• Directs the Legislative Reference Bureau to provide a recommendation on which of the three plans would be the most cost effective for government workers.

• Requires the Legislative Reference Bureau to report its findings and recommendations to the Legislature no later than twenty days prior to the convening of the 2011 Regular Session.

• Identifies rising health benefit costs under the EUTF as creating financial hardships for some beneficiaries and their families, necessitating an objective analysis of alternatives.
