Requests the chairs of the Senate and House Committees on Health to convene a task force to evaluate methods to improve Hawaii's healthcare system, reduce medical errors, increase patient safety, eliminate doctor shortages, and address the role of the legal system in medical error compensation.

Task force membership includes the President of the Senate, Speaker of the House, Insurance Commissioner, deans of the William S. Richardson School of Law and John A. Burns School of Medicine, and representatives from the Healthcare Association of Hawaii, Hawaii Medical Association, Hawaii Association for Justice, legal community, consumer advocacy, healthcare community, and medical malpractice insurance industry.

Task force must submit findings and recommendations to the legislature no later than twenty days before the convening of the 2012 Regular Session.

Department of Health is requested to provide administrative, professional, technical, and clerical support to the task force.

Certified copies of the resolution shall be transmitted to state leadership, relevant agency heads, and participating organizations.
