Requests the Governor develop proposed legislation mandating the size and extent of managed care plans' specialty networks for Medicaid programs in Hawaii.

Cites concerns that two health plans awarded QUEST Expanded Access contracts lack adequate primary care provider networks and do not provide adequate assurances of service delivery capability.

Proposes using California's Knox-Keene Health Care Service Plan Act of 1975 as a model to establish minimum standards and ensure continuity of care for health plan subscribers and enrollees.

Requests the Governor direct appropriate executive branch agencies and personnel to participate in developing the proposed legislation.

Requires certified copies of the resolution be transmitted to the Governor and Director of Human Services.
