Requests the Department of Health to gather annual state statistics on deaths and injuries related to all-terrain vehicles (ATVs) in Hawaii.

Directs the Department of Health to request ATV-related death and injury statistics from hospitals, clinics, and private physicians.

Requires the Department of Health to report current and past statistics to the Legislature and recommend appropriate legislation to prevent ATV deaths and injuries.

Notes that Hawaii, Mississippi, Montana, Wyoming, and Washington D.C. are the only areas without safety laws pertaining to ATVs, while Hawaii has had 14 ATV-related deaths from 1982 through 2007.

Requires certified copies of the resolution to be transmitted to the Department of Health Director and relevant medical associations.
