Requests the Department of Land and Natural Resources to amend administrative rules relating to camping at state parks to regulate camping while not adversely affecting fishing and other park uses.

Seeks a clear distinction between camping and fishing in state park rules, as current regulations defining camping by "camping paraphernalia" have resulted in citations to fishermen using tents and sleeping bags for protection from elements.

Addresses concerns that the 2002 amendments to Hawaii Administrative Rules section 13-146-2 have disproportionately impacted Native Hawaiians whose customary and traditional fishing rights are constitutionally protected.

Specifically identifies fishermen at Keawaula and Kaena beaches on Oahu's west and north shores as particularly affected by enforcement of current rules despite legitimate need for weather protection.

Directs transmission of certified copies to the Governor and the Chairperson of the Board of Land and Natural Resources.
