Establishes a joint government and private sector task force to study restructuring the Department of Business, Economic Development, and Tourism (DBEDT) and redirecting its mission from a "hands-on" to "facilitative" agency.

Task force shall assess existing private resources like island Economic Development Boards, identify cost savings through restructuring, and determine what legislative measures are needed to implement changes.

Task force membership includes representatives from DBEDT, the four county Economic Development Boards, Hawaii Business Roundtable, The Chamber of Commerce of Hawaii, and other appropriate members.

Requires the task force to submit findings and recommendations to the Legislature no later than twenty days before the 2011 Regular Session convenes.

Addresses DBEDT's current lack of focus as a "catch-all" agency housing unrelated functions like the Foreign Trade Zone, Aloha Tower Development Corporation, and Hawaii Tourism Authority.
