Requests the State Procurement Office to conduct a feasibility study on centralizing complex procurement services for state agencies through a fee-for-service or alternative funding mechanism.

Study must compare costs, personnel, and time required to prepare complex procurement documentation when conducted by agency staff versus when prepared by the State Procurement Office.

If centralization is found feasible, the study should determine whether a fee-for-service funding model is recommended and the appropriate fee amount.

If fee-for-service is not feasible, alternative funding mechanisms should be recommended, such as collection of a percentage of special fund receipts or pro rata administrative expense reimbursement.

Findings and recommendations must be reported to the Legislature no later than twenty days before the 2011 Regular Session convenes.
