Request the Legislative Reference Bureau to conduct a study, with Department of Transportation assistance, to determine if savings may be achieved by consolidating common functions among the Highways, Harbors, and Airports divisions.

Study must examine whether functions such as planning, administration, and personnel could be consolidated rather than duplicated across the three divisions.

Study must assess whether there is an excess number of staff, particularly at lower-ranking and clerical levels, and determine if positions are obsolete given inadequate staffing in newer disciplines like environmental studies and economic analysis.

Legislative Reference Bureau must report its findings, recommendations, and any proposed legislation to the Legislature no later than twenty days prior to the convening of the Regular Session of 2011.
