Request the Legislative Reference Bureau to conduct a study, with Department of Transportation assistance, to develop metrics (such as vehicle miles and tonnage) for measuring transportation expenditures by unit.

Study aims to determine whether Oahu's subsidization of neighbor islands (Hawaii, Maui, and Kauai) for airport, harbor, and highway projects follows an objective formula or results from political negotiation.

Legislative Reference Bureau must report findings and recommendations to the Legislature no later than 20 days before the 2011 Regular Session convening.

Directs transmission of certified copies to the Director of the Legislative Reference Bureau, Director of Transportation, and Chair of the Task Force on Reinventing Government.
