Requests Hawaii Tourism Authority to work with Department of Transportation to establish and maintain conservation outreach kiosks in each state-owned airport.

Kiosks must include information on Hawaii's unique ecosystems, the endangered Hawaiian monk seal, how to behave if encountering a monk seal, and applicable federal and state endangered species laws.

Requires kiosks to provide both print and video information sources with the Hawaiian monk seal designated as the dominant symbol.

Addresses concerns about threats to Hawaiian monk seals, including a recent incident where a Kauai resident received a 90-day jail sentence for shooting a seal under the federal Endangered Species Act.

Directs transmission of copies to the President of the Hawaii Tourism Authority and the Director of Transportation.
