Requests the City and County of Honolulu to increase fines and issue liens for property owners with multiple violations of county property and public health ordinances within a specified geographic area.

Targets situations where an owner holds at least three separate properties within a one-mile radius that have been allowed to become vacant, overgrown, or blighted, attracting vagrants and reducing neighboring property values.

Cites the example of a property owner who received 53 citations for failures to obtain demolition permits, property maintenance violations, and other county ordinance breaches, prompting State Department of Health investigation.

Aims to encourage property maintenance compliance and prevent the cumulative negative impacts that multiple uncorrected violations impose on neighborhoods, particularly during economic downturns affecting municipal budgets.

Directs transmission of the resolution to the Mayor of Honolulu, City Council members, and representatives of the Kahala and Waialae-Kahala communities.
