Urges the Hawaii Public Housing Authority to develop and implement a sustainable plan to repair all public housing units in need of maintenance.

Notes that as of January 2010, only 24 of 364 vacant public housing units were "rent ready" for immediate occupancy, with much of HPHA's inventory nearly 60 years old and in disrepair.

Encourages HPHA to explore cost-reduction strategies for renovations and maintenance through collaboration with the Department of Public Safety, construction trades, and other relevant entities.

Acknowledges the increased demand for affordable public housing due to economic hardship and high unemployment, and recognizes the role of safe housing in helping families emerge from poverty.

Requires transmission of copies to the Governor, HPHA Board Chairperson, and Director of Public Safety.
