Urges the Board of Naturopathic Medicine to adopt administrative rules implementing Act 22, Special Session Laws of Hawaii 2009, to authorize naturopathic physicians to perform parenteral therapy (injectable administration of medications).

Notes that Act 22 directed the Board to establish education and training requirements for parenteral therapy and to create an annual naturopathic formulary approved for use by licensed naturopathic physicians.

Points out that the Board's naturopathic formulary effective January 1, 2010 prohibits injectable forms unless specifically authorized by administrative rules, but no such authorization rules currently exist.

States that the absence of administrative rules effectively prohibits parenteral therapy practice by naturopathic physicians, contradicting the Legislature's intent in passing Act 22 and established historical practice.

Requires certified copies of the resolution be transmitted to the Board of Naturopathic Medicine and the Director of Commerce and Consumer Affairs.
