Requests the Republic of Turkey to uphold and safeguard religious and human rights without compromise.

Requests Turkey cease discrimination against the Ecumenical Patriarchate and grant it appropriate ecumenical recognition, ecclesiastic succession, and the right to train clergy of all nationalities.

Requests Turkey respect the property rights, human rights, and religious rights of the Ecumenical Patriarchate, which has been located in Istanbul since 1453.

Notes that Turkey closed the Theological School on the island of Halki in 1971, limits Ecumenical Patriarch candidates to Turkish nationals only, does not recognize the Patriarchate as a legal entity, and confiscates its properties.

Directs certified copies of the resolution be transmitted to the President of the United States, the U.S. Ambassador to Turkey, the Turkish Ambassador to the United States, and Hawaii's congressional delegation.
