Requests the Hawaii Community Development Authority to review the status and adequacy of existing workforce housing in the Kakaako Mauka area, bounded by Piikoi Street, Ala Moana Boulevard, Punchbowl Street, and King Street.

Requires review of existing housing mix, cost, availability, planning policies, zoning practices, rental housing needs, and building code barriers to workforce housing development.

Directs analysis of previous legislative attempts to create workforce housing and recommends legislation to modify building and zoning codes to facilitate workforce housing creation.

Requires examination of structural modifications to existing structures, associated costs, funding sources, and potential use of apprentices or volunteers for modifications, including recommended legislative changes to licensing requirements.

Mandates HCDA submit findings and recommendations to the Legislature no later than twenty days before the 2011 Regular Session, with assistance from state and county building and zoning councils.
