Creates a moped task force within the Department of Transportation to explore treating mopeds more like motorcycles in Hawaii Revised Statutes.

Task force must meet a minimum of five times between June 1, 2010, and December 31, 2010, with possibility of continuing beyond that date.

Task force composition includes the Director of Transportation Services (chair), representatives from each of the four counties' transportation and police departments, a moped industry member, the Attorney General or designee, and a Department of Motor Vehicles representative.

Task force must submit a preliminary plan and strategy report to the legislature no later than January 10, 2011.

Resolution cites rising moped registrations (over 23,000), lack of required training to operate mopeds, and increasing moped-related accidents and fatalities as justification for the task force.
