Create a hotline within the Department of Transportation to allow residents to anonymously report illegally retrofitted mopeds that violate Chapter 291-191 of the Hawaii Revised Statutes

Transmit anonymous reports from the hotline to the appropriate county police department where the violation occurred

Establish a task force consisting of the Director of Transportation Services (chair), representatives from each of the four counties' transportation and police departments, an Attorney General representative, a moped industry member, and a Department of Motor Vehicles representative

Assign one Department of Transportation representative to investigate moped violations

Transmit certified copies of the resolution to the Governor and the mayors of Honolulu, Hawaii, Maui, and Kauai counties
