• Requests each county establish an illegal fireworks hotline program through county ordinance to report violations of Hawaii Revised Statutes Section 132D-5.

• Requires counties to provide confidential hotlines accepting both anonymous and non-anonymous reports of illegal fireworks use from the public.

• Calls for establishment of a statewide illegal fireworks hotline within the state fire council to address importation of illegal fireworks.
