Urges the Hawaii Clean Energy Initiative End-Use Efficiency Working Group to convene development and building industry stakeholders to identify barriers to net zero energy building implementation

Directs the working group to develop a consensus position promoting the design and construction of net zero energy buildings that consume zero net energy and produce zero carbon emissions

Requests inclusion of the Land Use Research Foundation of Hawaii and National Association of Industrial and Office Properties Hawaii Chapter as stakeholders in the effort

Supports Hawaii's statewide goal of seventy percent clean energy by 2030 through forty percent renewable energy resources and thirty percent energy efficiency improvements

Aims to address energy efficiency through improved building design and construction, identified as the most cost-effective approach
