Requests the State Auditor to perform a sunrise analysis on the proposed regulation of music therapy as a licensed profession under the Department of Commerce and Consumer Affairs.

Requires the Auditor to consult with the American Music Therapy Association, the Certification Board for Music Therapists, credentialed music therapists in Hawaii, and Sounding Joy Music Therapy, Inc. during the analysis.

Directs the Auditor to assess the probable effects of regulation, determine consistency with Hawaii Revised Statutes section 26H-2 policies, and evaluate alternative forms of regulation.

Mandates the Auditor submit findings to the Legislature no later than 20 days before the convening of the 2011 Regular Session.

Notes that music therapy is currently unregulated in Hawaii, limiting public protection and preventing inclusion of board-certified music therapists in state-mandated services under special education and early intervention programs.
