Establishes a task force to be placed within the State Department of Defense to draft recommendations on reasonable restrictions and protocols for displaying the United States and State flags in planned community and condominium associations.

Task force shall be composed of members representing the State Department of Defense or Veterans' Administration, various veterans organizations, community associations, and homeowners.

Adjutant General of the State of Hawaii or Veterans' Administration shall serve as chair, select task force members, and report findings and recommendations to the Legislature no later than 20 days prior to the Regular Session of 2012.

Task force will address conflicts between community association aesthetic rules and homeowners' desire to display flags, seeking compromises that balance both interests.
