Requests the State Procurement Office Administrator and Chief Procurement Officer to investigate alleged improprieties in the Department of Transportation's awarding of the Wiki Wiki Shuttle contract to Roberts Hawaii and submit findings at least 20 days before the 2011 Regular Session convening.

Directs the Auditor to audit the Department of Transportation's management of the Wiki Wiki Shuttle contract to determine if violations of Chapter 103D, HRS (State Procurement Code) occurred.

Requires the Auditor to determine whether "fast-tracking" the new contract resulted in violations of public safety or Homeland Security procedures that could subject the State to federal sanctions.

Alleges that the original November 2007 sealed bid process was voided and rebid in February 2008, during which Roberts Hawaii lowered its bid by $250,000 while competitors raised their bids, resulting in Roberts Hawaii winning the contract.

Requires the Auditor to submit findings and recommendations to the Legislature at least 20 days before the 2010 Regular Session convening.
