Requests the Director of Commerce and Consumer Affairs to convene a task force to examine the establishment of parimutuel wagering for horse racing in Hawaii, including proposed legislation and regulatory framework.

Task force to comprise seven members with expertise in equitation, horse racing operations, accounting, agriculture, commerce, economics, finance, law, law enforcement, tourism, marketing, or the parimutuel industry.

Task force members to be appointed by the Director of Commerce and Consumer Affairs based on candidate lists submitted by the Department of Business, Economic Development, and Tourism, the Governor, Senate President, and House Speaker.

Director of Commerce and Consumer Affairs must submit findings, recommendations, proposed legislation, and draft regulatory scheme to the Legislature no later than twenty days before the 2011 Regular Session convenes.

Task force members serve on a voluntary basis and bear responsibility for costs associated with their participation.
