Urges the Department of Land and Natural Resources to adopt administrative rules rezoning Maunalua Bay with clearly demarcated zones for different user groups.

Addresses increased watercraft recreational activity in Maunalua Bay, including approximately 1,330 personal watercraft registered in Hawaii, leading to conflicts between divers, swimmers, surfers, and speedboat operators.

References the October 2009 death of 17-year-old Keahihoku Lum, who was killed when a speedboat ran over him, his buoy, and diving flag in Maunalua Bay.

Proposes creating designated zones for specific users such as divers, personal watercraft operators, ocean-based businesses, swimmers, and surfers to improve safety and reduce physical and verbal conflicts.

Directs that certified copies be transmitted to the Governor of Hawaii and the Chairperson of the Department of Land and Natural Resources.
