Requests the Department of Land and Natural Resources (DLNR) to adopt rules prohibiting the deliberate obstruction and destruction of natural springs in Hawaii.

Directs DLNR to take inventory of and assess all natural springs in the state as part of rule development.

References historical destruction of fishponds, estuaries, and natural springs on Oahu, including a recent bulldozing of a spring connected to Hawea Heiau in Hawaii Kai.

Cites Hawaii Revised Statutes section 174C-2, which requires protection of traditional and customary Hawaiian rights, fish and wildlife, ecological balance, and scenic beauty of state waters.

Requires certified copies to be transmitted to the Board of Land and Natural Resources, Hawaii Kai Neighborhood Board, Sierra Club-Hawaii Chapter, and The Nature Conservancy in Hawaii.
