Requests the Department of Land and Natural Resources (DLNR) to prohibit tethering of non-DLNR sanctioned vessels to DLNR-installed buoys or moorings within Marine Life Conservation Districts (MLCDs).

Cites Hawaii constitutional authority requiring the State to conserve and protect marine resources and DLNR's statutory power to establish and manage MLCDs.

Identifies that DLNR has established 11 MLCDs designed to conserve and replenish marine resources and provide protected habitats for fish and aquatic life.

Notes that unauthorized vessel tethering to buoys and moorings causes significant damage to reefs and aquatic life in nearshore MLCD habitats.

Directs that certified copies of the resolution be transmitted to the Chairperson of the Board of Land and Natural Resources.
