Requests the Department of Education to report on the feasibility of increasing instructional hours in each Hawaii public school day.

Notes that Hawaii public schools offer as little as five hours of instruction per day and currently have the shortest school year in the country due to teacher furloughs reducing instructional days by 17 days in 2009-2010 and 2010-2011.

Cites declining adequate yearly progress performance under federal No Child Left Behind Act, with only 97 of 284 public schools meeting requirements in 2008-2009 and 91 schools requiring restructuring.

Requires the Department of Education to submit its report, including any proposed legislation, no later than twenty days prior to the convening of the 2011 Regular Session.

Transmits certified copies to the Chairperson of the Board of Education and the Superintendent of Education.
